Following the rapid assessment of the health system situation in Libyan Arab Jamahiriya in May 2011, a second mission was conducted from 11 to 14 January 2012 to train nationals on the post-conflict health facility assessment tool.
The main purpose of the tool is to provide nationals with a rapid assessment of the status of service delivery, its capacities and resources. The assessment will lead to immediate plans or actions necessary to implement fast track solutions that can scale up the service delivery to pre-conflict status.
For each health care facility, the tool will provide an assessment of its readiness to provide the desired clinical services. The assessment includes looking into the status of infrastructure, human resources, service delivery modes, supply-chain system, financial resources, service utilization rates, functionality of existing health technologies, etc. In addition, the tool will provide a measure of the level of management and administrative capacities present in the facility.
According to such assessment and subsequent estimation of needs, a plan for scaling-up and restoring health services in Libya will be developed. The dimensions of the plan will rely on the generated performance indicators in each the assessed areas. This mission is the starting point for the development of this plan.
