In an effort to assess and monitor the service availability and readiness of the health sector in Libya, the WHO country office in collaboration with the Ministry of Health and Population launched the Service Availability and Readiness Assessment (SARA) baseline survey.

The planning process for SARA started in late 2011 by developing the questionnaires and manuals for the data collection and analysis process.  The WHO country office conducted a capacity building workshop in Benghazi from 15 to 19 January 2012.

The workshop started off by training trainers on using survey tools. Staff from district medical offices were also trained on data collection process. The survey tool was later piloted in some health care facilities. Twenty data collection teams were employed between February and April 2012.  Data were entered into a database using the Census and Survey Processing System (CSPro) software package. The Regional Office conducted two supervision missions to follow up on the data collection process.
