Donor and partners contributions make it possible for the WHO country office in Libya to develop its programmes within the country. During humanitarian emergencies, donor and partner contributions have facilitated technical support, the provision of medical supplies, and the coordination of services.

Donor countries and international organizations that are currently supporting health sector development in Libya include the Department for International Development (DFID) of the United Kingdom; European Civil Protection and Humanitarian Aid Operations (ECHO); the Governments of Italy, France, and Germany; the Office of U.S. Foreign Disaster Assistance of the United States Agency for International Development (OFDA/USAID); and the Central Emergency Response Fund of the United Nations (CERF).
