Communicable diseases or infectious diseases are caused by pathogenic microorganisms, such as bacteria, viruses, parasites or fungi. The diseases can be spread, directly or indirectly, from one person to another. Zoonotic diseases are infectious diseases of animals that can cause disease when transmitted to humans. Several of the infectious diseases are a devastating obstacle to the socioeconomic development of already impoverished communities in many countries of WHO’s Eastern Mediterranean Region. A growing body of evidence demonstrates that control of these diseases can contribute directly to the achievement of several of the Millennium Development Goals.

The Division of Communicable Disease Control (DCD) in the WHO Regional Office for the Eastern Mediterranean is mandated to advance public health expertise and to promote strategies that prevent, reduce and mitigate the impact of communicable diseases in the countries of the Region. The main objective of the Division is to support Member States in incorporating effective strategies and actions against infectious diseases in their health and development agendas, with particular reference to HIV/AIDS, malaria, tuberculosis, emerging diseases and neglected tropical diseases, thereby enhancing the overall health and well-being of their populations.

DCD builds its strategy upon technical and normative expertise, especially in the realms of prevention, treatment, care, research, training and epidemiology. Based on evidence and expert consensus, the Division develops innovative frameworks for public health action for stakeholders to implement directly against these diseases and to support health system strengthening. Through effective communication and advocacy, DCD engages with leaders and civil society to make the persuasive case for sustained investment in health and in combating the targeted infectious diseases.

Activities undertaken by the DCD extend to all WHO, the UN system, and across the landscape of governments, public and private institutions and civil societies at Regional, national, and community levels. DCD leads, collaborates and cooperates with all stakeholders across all levels, catalysing and sustaining partnerships and alliances to attain mutually defined goals and objectives dedicated to countering infectious diseases.

ويعنى قسم مكافحة الأمراض السارية في المكتب الإقليمي لشرق المتوسط بتطوير الخبرات في مجال الصحة العمومية، وتعزيز الاستـراتيجيات التي تساعد في الوقاية من الأمراض السارية، والتقليص، والتخفيف من وطأتها في بلدان الإقليم، وتهدف إدارة مكافحة الأمراض السارية إلى مساعدة الدول الأعضاء في إدماج الاستـراتيجيات والتدابير الفعّالة لمواجهة الأمراض المعدية في جداول الأعمال الصحية والإنمائية الخاصة بها، مع التـركيز بشكل خاص على مرض الإيدز والعدوى بفيروسه، والملاريا، والسل، والأمراض الناشئة، والأمراض المدارية المهملة، بغية تعزيز صحة ومعافاة شعوبها بشكل عام.

وقد وضع قسم مكافحة الأمراض السارية استـراتيجيته على أساس الخبرة التقنية والمعيارية، ولاسيَّما في مجال المكافحة والوقاية والرعاية والبحوث والتدريب، والوبائيات. وبناء على البيِّنات وإجماع الخبراء، يقوم قسم مكافحة الأمراض السارية بإعداد إطارات مبتكرة خاصة بتدابير الصحة العمومية، ليمكن للأطراف المعنية استخدامه بصورة مباشرة في التصدِّي لهذه الأمراض، ولدعم تعزيز النظام الصحي. ومن خلال الاتصال الفعَّال والتوعية، يتعاون قسم مكافحة الأمراض السارية مع القادة والمجتمع المدني للإقناع بقضية الاستثمار المضمون الاستمرار في الصحة، وبمكافحة الأمراض المعدية المستهدفة.

وتمتد أنشطة قسم مكافحة الأمراض السارية لتشمل منظمة الصحة العالمية ونظام الأمم المتحدة برمته، والمشهد الحكومي العام، ومؤسسات القطاع العام والخاص، والمجتمعات المدنية على الصعيد الوطني والإقليمي والمجتمعي. ويعمل قسم مكافحة الأمراض السارية على تولّي دفة الأمور والتعاون والتضافر مع جميع الأطراف المعنية في كل المستويات بُغية تحفيز الشراكات والتحالفات وضمان استمرارها لبلوغ المرامي والأهداف المحدَّدة والمتفق عليها، والتي تهدف إلى مكافحة الأمراض المعدية.
