The situation analysis is the basis for informing the policy development process. This is the reason why the Regional Office has focused first on this phase and prepared the document "Development of national child health policy - Phase 1: The situation analysis", as part of the Child Health Policy Initiative.

Countries joining the initiative have developed their situation analysis reports.

Development of National Child Health Policy - Phase 1: The Situation Analysis

First, the document defines the term “policy” and provides some background information on the Child Health Policy Initiative (CHPI).

Next, it describes the management and coordination structure recommended for the process, namely the CHPI Task Force, giving examples of its composition in the 5 countries which first joined the CHPI.

The document proposes a 10-step approach to the situation analysis. It provides an outline of the proposed 8 main sections of the situation analysis report and examples of key documents reviewed in countries in this phase.

Finally, some information is also given on the other 2 phases of the development of a national child health policy: the “policy document development” phase and “official adoption of the policy document” phase.

The key role that advocacy plays throughout the process is emphasized.

Development of National Child Health Policy - Phase I: The Situation Analysis | 2004

This document, available in three languages, is part of a series of documents produced by the Child and Adolescent Health and Development unit to assist countries in efforts to improve the quality of children’s lives through integrated approaches.

A national child health policy document is a key instrument for setting clear long-term directions and for bringing together the main elements of child health.

At a time when all Member States have pledged to achieve the Millennium Development Goals, a national health policy will enable countries to “institutionalize” this commitment and translate it into stronger action, and will also serve as valuable reference to harmonize actions among partners.
