Health information system strengthening

The health information system is based on the network of health facilities. Data is gathered from defined populations using health facilities. In some urban areas, health centres directly cover a defined population and use the same tools and forms as health houses and other health posts for data gathering and processing. Through annual census, these facilities update their information on the population living within their catchment areas.

Because it is not possible to gather all the required data through a registration system, periodic surveys are also conducted throughout the country. The main aim is to gather data related to coverage, household effects and outcomes of health programmes.

In the Islamic Republic of Iran, the Civil Registration Organization is legally responsible for the registration of deaths. One of the weakness of the death registration system in the country is the lack of death registration coverage in rural areas with 20% to 30% underestimation. The intersectoral nature of death registration in the country is the main reason for its low reliability, validity and representativeness.

Efforts are under way to improve the registration capacity of the district health network targeting deaths by age, sex, cause and place of residence. In order to strengthen national health information system, the country has joined Health Metrics Network. It is a platform for partnership development through the use of its defined framework. The framework has identified three phases of work: assessment, priority-setting and implementation.

The Ministry of Health and Medical Education, in collaboration with other partners and WHO, is now working on phase II and the national strategic plan is under development.
