Developing a priority benefits package requires collecting and analysing data, engaging in dialogue and finally deciding on the final package of services.

Collecting and analysing data is a crucial part of the process in determining the criteria for identifying health and intervention priorities. Key considerations include:

UHC is the realization of the right to health services based on people's preferences, choice and economic imperative. Engaging in dialogue with all stakeholders, including the public, who are 'owners' of public money, is crucial. Engagement ensures respecting the criteria of accountability, transparency and effective and inclusive policy dialogue.

Deciding on a final package of services requires the development of legislation and regulatory processes which assure the delivery of services/interventions to a population.
