The WHO strategy on eHealth focuses on strengthening health systems in countries, fostering public–private partnerships in information and communication technology research and development for health, and supporting capacity-building for eHealth applications in Member States and the development and use of norms and standards.

WHO's eHealth strategy follows an approach that contributes to reaching UN Millennium Development Goal 8, Target 18: "In cooperation with the private sector, make available the benefits of new technologies – especially information and communication technologies."
