Substance abuse
continues to be
one of the most
serious public
health problems
in both
developed and
developing
countries.
Diseases related
to alcohol and
substance abuse
are therefore a
serious public
problem. They
affect
development of
the human and
social capital,
creating not
only economic
costs for
society as a
whole, including
the health
system, but also
social costs in
terms of
injuries,
violence and
crime. They also
affect the
well-being of
future
generations.
