Evaluating the impact of tobacco control policies on employment in Egypt

This study examines certain economic questions that Egyptian policy-makers should address when considering tobacco control measures. It aims in particular to study the impact on employment in the tobacco industry of policies that reduce the demand for tobacco.

This study also examines: the status of the tobacco economy in Egypt; tobacco industry employment within the context of the general national employment framework; tobacco control policies and industry employment through input–output analysis; and the expected consequences of tobacco control for economics – production and employment.

The economics of tobacco in Egypt: A new analysis of demand

This study examines the economics of tobacco production and demand in Egypt. It reviews previous studies of demand for cigarettes in Egypt, consumption trends in Egypt, in the context of regional trends, and the data on tobacco-attributable diseases in Egypt. It describes the structure and trends in cigarette production in Egypt, and the level of imports and exports.

Part 2 uses household expenditure survey data from 1995/1996 and 1999/2000 to look at levels and trends in household expenditures on cigarettes and other tobacco products, by income level, education, rural/urban residence, work status and occupation.

Analysis of the economics of tobacco in Morocco

This study of the tobacco industry and taxation policy in Morocco summarizes tobacco expenditure data from surveys, and looks at trends in these expenditures. The taxation and price policy implemented by the Moroccan government through the Régie des Tabacs is described, and the overall contribution of the industry to tax revenues is estimated.

The report briefly describes how the industry is organized, including farming activities, processing, marketing and the distribution network. Effective rates of taxation by categories of brands are estimated.

The study then analyzes the impact of price and taxation policy on tobacco demand and tax revenues. Data and estimation model specifications are described, and the results presented of different simulations of tax/price increases on tobacco consumption and tax revenues.
