Réunion régionale sur l’accélération des progrès en vue de réaliser la couverture sanitaire universelle : application des expériences et enseignements tirés au niveau mondial dans la Région de la Méditerranée orientale

Pour faire face à ces défis, les systèmes de santé doivent élaborer une vision et des stratégies claires afin de réaliser la couverture universelle ainsi que des politiques de financement de la santé équitables »Le Bureau régional de l’OMS au Caire (Égypte) organisera, du 5 au 7 décembre 2013,  une réunion régionale sur l’accélération des progrès en vue de réaliser la couverture sanitaire universelle et sur l’application des expériences et enseignements tirés dans ce domaine au niveau mondial dans la Région de la Méditerranée orientale. L'objet de cette conférence est de partager des expériences au niveau international avec les responsables de l’élaboration des politiques et les décideurs de la Région afin de les aider à élaborer une vision claire de la réforme de leur système de santé en vue de réaliser l’objectif de couverture sanitaire universelle.

Les objectifs spécifiques de cette réunion sont les suivants :

Entre 100 et 150 responsables de l’élaboration des politiques et décideurs ainsi que des experts des systèmes de santé des ministères de la Santé, des Finances, de l’Économie, de la Planification et du Développement participeront à la réunion ; y assisteront également des universitaires, des représentants de la Banque mondiale, de l’UNICEF, de l’UNFPA et du PNUD, et des organismes donateurs œuvrant dans le domaine du soutien au renforcement des systèmes de santé dans la Région – Le Ministère du développement international du Royaume-Uni, l'USAID (United States Agency for International Development), l’Agence canadienne de développement international et l’Agence japonaise de coopération internationale.

Le programme de la réunion couvrira les trois dimensions de la couverture sanitaire universelle : la protection financière, la fourniture des services nécessaires, et enfin l’élargissement de la couverture aux populations pauvres et vulnérables.

La réunion devrait aboutir à l’élaboration d’une feuille de route régionale en vue d’accélérer les progrès vers une couverture sanitaire universelle dans la Région.

Rationale

Every year, millions of people globally are deprived of needed health care and millions of others experience financial hardship because of the way health services are arranged, delivered and financed. The World Health Report 2010 “Health systems: the path to universal coverage” sheds light on the importance of reshaping national health systems to facilitate countries’ move towards universal health coverage. Universal coverage means that all people have access to needed and quality care, without facing the risk of financial ruin. The approach to achieving this goal is embedded in the values and principles of primary health care.

The journey towards universal health coverage calls for a reform of health systems, as well as addressing social and environmental determinants of health, to fulfil the goal of social health protection and health equity. Successful country experiences have shown that to achieve universal health coverage health financing systems need to be reformed to enhance financial protection and promote fair financing.

Health system strengthening has been identified as one of five strategic priorities for the work of the WHO Regional Office for the Eastern Mediterranean with its Member States over the next five years. A paper presented to the fifty-ninth session of the Regional Committee in October 2012 identified health system challenges for countries in their progress towards achieving universal health coverage in the Region. The Paper devised options for policy-makers to consider in their endeavours to reform national health systems. A follow-up resolution [1] called on the Regional Director to provide Member States with a review of international experiences in moving towards universal health coverage, demonstrating the lessons learned.
