The WHO Regional Office for the Eastern Mediterranean, in collaboration with WHO headquarters and with technical support from the WHO FCTC Secretariat, convened an intercountry meeting to bring together regional and international experts, country representatives, nongovernmental organizations and journalists, as well as country regulatory authorities, to discuss the latest evidence, share experiences and learn from successes and challenges in implementation of Article 5.3. The meeting was intended as a crucial step in strengthening the Region’s resolve and capacity to counter tobacco industry interference and advance tobacco control efforts.

Summary report on the High-level meeting of ministers of health and finance from the Eastern Mediterranean Region on taxation of tobacco and nicotine products

A high-level meeting of ministers of health and finance from the Eastern Mediterranean Region on taxation of tobacco and nicotine products was held on 6–7 June 2023. The virtual meeting was convened in response to the recommendation of the second meeting of the High-level Ministerial Group on the Control of Tobacco and Emerging Tobacco and Nicotine Products in the Eastern Mediterranean Region, with the purpose of addressing an increase in taxes on tobacco and nicotine products in light of the pressing challenge of tobacco consumption in the Region. The primary objective of the high-level meeting was to address key aspects related to tobacco and nicotine products taxation and support effective tobacco control strategies within the Eastern Mediterranean Region.

The WHO Regional Office for the Eastern Mediterranean held a virtual intercountry meeting on prioritizing tobacco control under the GPW13 from 22 to 24 February 2021. The objectives of the meeting were to discuss tobacco control progress in the Region through various reports and documents; brainstorm strategies to achieve the GPW13 targets through scaling up tobacco control efforts; present international best practices for countries that managed to reduce prevalence of tobacco control; and agree on a way forward and best approaches for the next steps.

Novel and emerging nicotine and tobacco products, Health effects, research needs and provisional recommended actions for regulators: Report on a regional consultation

The WHO Regional Office for the Eastern Mediterranean held a regional consultation on regulating e-cigarettes and new tobacco products (ENDS, ENNDS and HTPs) on 3 and 4 July 2019 in Cairo, Egypt, to equip countries with regulatory or policy options to regulate these products. The consultation aimed to be a platform for sharing recommendations for the regulation of these products, alongside national and regional experiences of regulating ENDS, ENNDS and HTPs.

Summary report on the Workshop on the implementation of tobacco taxes in countries of the Eastern Mediterranean Region

The WHO Regional Office for the Eastern Mediterranean held a workshop on the implementation of tobacco taxes in countries of the Eastern Mediterranean Region in Muscat, Oman, from 21 to 23 January 2019. The objectives of the workshop were to: analyse the status of taxation in countries of the Region; familiarize participants with WHO recommendations on tobacco taxes; introduce the use of a WHO tool for measuring the impact of taxation policies; increase participants’ knowledge about best practices and other countries’ experiences in relation to taxation increases, including in facing the tactics of the tobacco industry; and discuss and agree on possible scenarios for a way forward for tobacco taxation policies at the national level.

Summary report on the Annual regional meeting on implementation of the WHO Framework Convention on Tobacco Control

The World Health Organization (WHO) Regional Office for the Eastern Mediterranean organized the 2017 annual regional meeting on the implementation of the WHO Framework Convention on Tobacco Control on 6 and 7 December in Tunis, Tunisia. The meeting was attended by representatives of 15 countries of the Region: 12 Parties to the Framework Convention and 3 non-Parties. The core area of this year’s meeting was the implementation of Framework Convention Articles 17 and 18 on tobacco growing, namely support for economically viable alternative activities and the protection of the environment and the health of persons involved in tobacco cultivation.

The World Health Organization (WHO) Regional Office for the Eastern Mediterranean, jointly with the Secretariat of the WHO FCTC, organized the intercountry regional pre-WHO Framework Convention on Tobacco Control (FCTC) eighth session of the Conference of the Parties (COP8) on 14 and 15 August 2018. The meeting was mainly divided into two parts: the first part to review and discuss matters related to the COP8 and the second part on technical matters important for the Region, including Article 5.3 of the WHO FCTC.

The intercountry regional pre-WHO Framework Convention on Tobacco Control (FCTC) seventh session of the Conference of the Parties (COP7) meeting took place at the WHO Regional Office for the Eastern Mediterranean in Cairo, Egypt, from 20 to 22 September 2016. The meeting was attended by 30 participants from 14 countries of the Region, along with international experts and staff from the FCTC Secretariat and WHO. The objectives of the meeting were to introduce key COP7 documents, to review and discuss the recommendations of the relevant COP documents, to discuss the status of the entry into force of the Protocol and review possible mechanisms for activating the ratification process at national level and to agree on a common regional position for each topic presented for COP7.

Summary report reduction in tobacco use meeting

Summary report on the Regional meeting on achieving the global target of 30% reduction in tobacco use by 2025

This regional meeting on achieving the noncommunicable diseases tobacco target (30% reduction by 2025) was organized in Tunis on 8 and 9 June 2015 to provide technical assistance to Member States towards realizing the international commitments in relation to tobacco presented in the WHO FCTC, the MPOWER measures, noncommunicable diseases best buys and the COP decisions. The meeting was attended by senior health officials from 16 Member States, representing the tobacco control and noncommunicable diseases sectors. Also, in attendance were global and regional experts on tobacco control from the United States of America, Australia, Canada, Jordan and Oman. The WHO FCTC Secretariat participated via Skype. The meeting secretariat included WHO staff from country offices, from the Eastern Mediterranean, African and European regional offices, and from Headquarters.

Summary report consultation on tobacco advertising in drama

Report on the Consultative meeting on tobacco advertising, promotion and sponsorship (TAPS) in drama

In the WHO Eastern Mediterranean Region it has been repeatedly documented that drama, including films and television series, is extensively used to advertise and promote different types of tobacco. To begin to address this problem, the WHO Regional Office for the Eastern Mediterranean organized a consultative meeting from 24 to 26 August 2014 in Cairo, Egypt, to focus on TAPS in drama, examine its status in the Region and identify how it can be controlled, who should be involved and what actions are needed. Participants included national programme managers for tobacco control from selected countries, drama-makers from different sectors, including script writers and directors, representatives of key regional organizations including the Director-General of the Executive Board of the Health Ministers’ Council for Gulf Cooperation Council (GCC) States, nongovernmental organizations, international and regional experts, and WHO staff from headquarters, regional and country level.
