The
63rd
Session
of
the
World
Health
Assembly
adopted
the
resolution
WHA63.19,
sponsored
by
Brazil,
which
requests
the
WHO
Director-General
to
develop
a
global
WHO
HIV/AIDS
Strategy
for
2011-2015,
through
a
broad
consultative
process.
A
darft
Strategy
was
developed
by
WHO
in
partnership
with
a
broad
range
of
constituencies,
the
draft
Strategy:
- build on the achievements and experiences of the "3 by 5" initiative and the five strategic directions of the WHO HIV/AIDS Universal Access Plan 2006-2010;
- take into consideration the broad global HIV, health and development architecture, including the UNAIDS Strategy and Outcome Framework, and existing commitments to achieving Universal Access and the Millennium Development Goals;
- identify existing and agreed global targets to motivate countries to plan for bold HIV/AIDS responses through to 2015;
- provide guidance to countries on how to prioritize their HIV and broader health investments;
- provide a framework for concerted WHO action at the global, regional and country levels and across all relevant WHO departments
In
response
to
WHO
Eastern
Mediterranean
Region
request
to
conduct
a
consultative
meeting
at
national
level,
a
consultation
meeting
was
held
in
Damascus
on
16/9/2010
to
discuss
the
draft
of
the
global
strategy
. Dr
Hamida
Khatabi
ASD/
EMRO
facilitated
the
consultation
process.
The
consultation
meeting
was
attended
by
representatives
of
National
AIDS
Commission
which
includes
all
related
ministries:(
Ministry
of
Health,
Ministry
of
Interior,
Ministry
of
Awkaf,
Ministry
of
Higher
Education,
Ministry
of
Defense,
Syrian
commission
of
family
affairs,
Syrian
peoples
council,
ministries
council
),
popular
organizations(
Women
General
Union,
Labor
General
Union
,Peasants
General
Union,
Youth
General
Union,
Journalist
Union
)
,UN
Theme
Group
(UNFPA,UNICEF,
UNDP),
civil
society
(Syrian
Red
Crescent),CCM
members
.
Dr.
Ibrahim
Betelmal
/WHO
Representative
gave
a
speech
welcoming
the
participants
to
this
meeting
and
focusing
on
the
importance
of
this
event
in
facilitating
WHO
role
in
developing
the
Global
HIV/AIDS
Strategy
for
2011-2015.
He
pointed
out
the
fact
that
Syria
actually
is
developing
its
national
strategy
and
this
meeting
will
add
value
to
the
national
efforts
in
this
regards.
Dr
Hamida
Khatabi
presented
a
Briefing
on
the
draft
strategy
including
the
global
vision
and
strategy
,
Strategic
Directions,
WHO
Action,
and
strategy
implementation.
the
floor
was
opened
for
discussion
after
the
presentation
and
participants
were
asked
to
review
the
strategy
document
in
details
and
provide
their
comments
on
the
relevance
of
the
four
goals
,
the
indicators,
and
the
four
strategic
direction
for
the
country
. A
summary
of
participants’
feedback
was
documented
in a
special
framework
for
this
consultation
to
be
shared
with
the
Regional
Office
soon.
