Country exercises on JPRM (Regular Budget) on TB control for the biennium of 2006-2007

The logical outline of the JPRM exercise in EMR is as follows.

 

The logical framework of our Region in the next two years, and beyond, is the adoption and expansion of “Expanded Global TB Control Strategy”. It is a comprehensive strategy, based on the classical DOTS, to address steps to expand DOTS (if not yet 100%), to improve DOTS (or enhance DOTS activities), and to introduce new approaches like PPM, HIV/TB, PAL, DOTS Plus etc. Attached is a one-page summary of our idea on the expanded strategy.

 

Accordingly, the major directions in the JPRM are to: (1) adopt the Expanded Global TB Control Strategy as national policy; (2) achieve the 100% DOTS population coverage (only relevant to those that have yet to achieve this); (3) enhance key DOTS activities; and (4) introduce and expand the new approaches. This will be reflected in the JPRM exercise as follows according to the latest format of the JPRM workplan (we know).  
 

The narrative part has four chapters: 

Situation analysis

This is to describe the situation of TB and its control activities in your country. You need to refer to TB burden (incidence, prevalence and mortality), DOTS progress (population coverage, case detection and treatment success), other epidemiological data like MDR status, and other progress like introduction of PPM, PAL etc.

 

Challenges and lessons learnt in the last biennium

This is to summarize major challenges in the biennium (2004-5) and how the NTP addressed the challenges effective and what kind of lessons the NTP learnt through the process. You may particularly refer to the issues relating to case detection as it is in general low in many countries.

 

National strategic objectives of the programme
This should be to achieve the global targets for tuberculosis control (i.e. 70% case detection and 85% treatment success) by 200X (please specify your target year), if not yet, and accomplish the MDG target on TB by 2015 (i.e. halve the TB burden between 1990 and 2015).

 

Priority areas for collaboration
Please identify the priority areas that the NTP specifically needs support from WHO. This could be PPM, could be HIV/TB, partnerships etc.

The workplan part  is composed of one Expected Result (ER), and four Products:

·                     Expected result “Country that adopted DOTS.2 (new Stop TB Strategy) and achieved the global targets for TB control.”
Indicator: case detection rate (%) and treatment success rate (%)

·                     Product 01: Country adopted the DOTS.2 (new stop TB strategy) as national strategy for TB control

·                     Product 02: Countries with 100% DOTS population coverage through the network of the Ministry of Health [This product is relevant to only those who have not achieved 100% DOTS coverage]

·                     Product 03: Countries with enhanced activities in the areas of key DOTS components

·                     Product 04: Countries with expanded new approaches in TB control
