WHO has provided technical support to the Ministry of National Health Services Regulations and Coordination in the development of its national health vision 2016–2025 and in:

• expanding social health protection, achieving universal health coverage, and tracking progress towards its achievement;
• strengthening institutional capacity of the Federal and provincial ministries of health to develop evidence-based policies, strategies and plans, promoting public private partnership, multisectoral action and monitoring health system performance;
• building national capacities on health financing tools such as national health accounts, household expenditure and utilization surveys, costing and cost-effectiveness analysis; 
• scaling up response to universal health coverage by developing and supporting the implementation of norms and standards in order to ensure access, equity, quality and safety of integrated health services based on family practice approach that are person-centered and acceptable to the community; 
• ensuring availability of essential package of primary health care services, and exploring different options adapted to country needs for its implementation;
• improving the efficiency, quality and safety, referral support and overall performance of public and private sector hospitals and developing a training programme for hospital managers; 
• strengthening national capacities in health workforce governance, policy formulation, strategic planning and stakeholder coordination to develop a balanced and competent workforce; and supporting human resources for health observatories; 
• supporting health workforce production by strengthening institutional capacities; and establishing norms, standards and guidelines including development of accreditation systems that assure competency based training programs and respond to health needs of the population and reinforcing health workforce management and deployment strategies that promote equitable distribution, motivation, performance, retention and progressive career development; 
• supporting improved nursing, midwifery and allied health education and training programs at the pre-service, in-service and continuing education levels; 
• assisting in development of policies related to essential medicines and technologies, supported by the development of legislations that accelerate progress towards universal health coverage; 
• strengthening independent national regulatory authorities for medicines, vaccines, biological and biomedical devices to ensure quality, safety, and efficacy of medical products. Supporting establishment of national programmes on rational use of essential medicines and technologies benefiting from existing educational, economic, managerial and regulatory interventions; 
• supporting health information systems, including civil registration and vital statistics systems.
