Management practices are important in all health care settings. Strengthening the management capabilities of the health workforce is a critical strategy for improving the performance of health facilities and building health systems.

The Management Effectiveness Programme (MEP) provides national health authorities with an approach and practical framework for building individual competence and organizational capacity in management throughout the health system.

The MEP has been introduced by a number of countries of the Region including Iran, Syria and Egypt. who have adapted its elements according to their own specific strategy for improving the management of health care services and health outcomes.

  • is responsive to, and interactive with, the changing pattern of health care systems;

  • creates an enhanced management culture;

  • Builds on successes and improvements introduced by leaders and teams into the health system;

  • builds on available resources and complements other national and international experiences;

  • provides policymakers with  framework to make management improvement a priority of the national health system;

  • is built around learning networks for sharing ideas, information and knowledge.
