The MEP is a practical approach aimed at introducing managers and their teams to modern management practices. It provides them with the tools and application techniques to solve health system challenges using teamwork at the workplace, with the support of the Ministry of Health through a national network of health care sites. 

The programme is designed to help health organizations change management culture. It offers health system policy-makers and managers a number of strategic levers that can be used to build and sustain the health system’s capacity to adapt to change, respond to people’s health needs and perform more effectively within its own context, needs and requirements. This module will give you the knowledge, skills, and attitudes needed to apply this practical approach for changing the management culture. 

Rationale

In order to successfully implement and sustain the MEP, it is first essential that you understand the concepts of the programme. Changes in policies and structures alone will not improve peoples’ access to effective, efficient and affordable health services. Sustaining performance in a context of rapid social economic and technological change, with its implications for all levels of the health systems, adds an important and qualitatively managerial dimension. In response to this challenge, a systematic approach to health system change has been developed.

This module will give you a thorough understanding of the MEP.  Through this understanding, you will have the ability to advocate for the programme and its relevance, and effectively use it to help sites meet this challenge.

Aims

The primary aims of this module are to help you:

  • To gain a complete understanding of the MEP;

  • To develop the knowledge, skills, and attitudes necessary to explain and initiate the implementation of the MEP;

  • To develop team communication and group participation skills  that essential activities for planning, implementing and sustaining the MEP.
