Abstract 

Health Financing Reform

 

The World Bank agreed to extend the loan for the Health Financing Reform project for one additional year, i.e. till the 31st of December 2002. A progress report on the activities under the different components of the project was submitted to the concerned parties in October 2002. A brief summary on the progress made during the year is presented below.

Burden Of Disease

The final report on the “Global Burden of Disease Study: Epidemiology Evidence and Validity Study” was submitted by AUB in April and June 2002. The work on the Demographic studies (life tables, etc.) was also completed in April 2002. The computerization of death certificates with the Ministry of Interior was completed with a total of forty five thousand cases. Follow-up actions were finalized for the revision of deaths certificates to upgrade them according to the International Classification of Diseases (ICD-10), training on coding the disease classification, and expanding the ICD-10. In this respect, the proposal submitted to the MOH for the introduction and diffusion of ICD-10 is still pending.

The implementation dates of this component were changed repeatedly, despite the regular follow up with the concerned institutions, whether through the joint committee meetings or direct individual contacts. Some delays were unavoidable such as the launching of the study and the minimum time needed for certain technical steps (pre-testing, pilot testing, etc.) to be taken. During 2002, the fieldwork, data entry, and cleaning were completed. The whole data was forwarded to WHO/HQ for analysis in mid November 2002. We have not received any feedback from them yet. 

A workshop for the dissemination of the results of the studies implemented within the Health Financing Reform Project will take place early in 2003.
