Meetings in Rihan and Kfarhouna  Municipality

A series of meetings was held on the 20th of April 2004 between the WHO Representative in Lebanon (WR Lebanon), Dr Habib M. Latiri; His Excellency, the Ambassador of the Republic of Korea, Mr. Young-sun Kim and concerned parties. The aim behind those meetings is to introduce the BDN concept to the Ambassador and concerned parties.

Rihan Municipality

The meeting started in Rihan Municipality. Mr. Mohamad Fakeeh, the Municipal of Rihan welcomed the guests and illustrated the needs
and problems of the region.
Mr. Fakeeh mentioned that one of the top priorities of the region is to enrich the agricultural areas by providing the community with adequate equipment and agriculture technicians. At the end, His Excellency 
Mr. Young-sun Kim and  Dr. Latiri explained the kind of assistance that the Korean Embassy could offer and the importance of coordination in order to achieve progress and success. After the meeting in the municipality, the participants visited a cave in Rihan which was being restored.

Atallah (Embassy’s Consultant), Ms. Lina Majzoub (WHO Field Assistant), Ms. Randa Abdil Nour (WHO Field Assistant), the Municipals of Rihan and Kfarhouna, members of the municipality, and other people from the two regions.

Kfarhouna Municipality

Later on the Participants went to Kfarhouna Municipality where the Municipal of Kfarhouna Dr George Haddad welcomed the guests and thanked both His Excellency Mr. Young-sun Kim
and Dr. Latiri  for their great interest in the South. He explained that about 1000 trees were planted with the help of an organization to combat deforestation. He also mentioned that the Municipality is still interested in developing the  agricultural sector; thus  increasing the job vacancies so that people will come back to their own villages. At the end of the meeting, it was agreed that the Municipality would prepare and submit a proposal to WHO and then to the Embassy of Korea for their  assistance.

Training to Rihan and Kfarhouna Village Development Committee  (VDC) and Jezzine Kaza Technical Support Team (TST)

On 14th of May 2004. a meeting took place in Kaemmakamiyyet Jezzine.  The purpose of the meeting was to illustrate the BDN concept. Mr. Nabih Hamoud (Kaemmakam Jezzine)
welcomed the guests and
stressed on the importance of  health.   Later   on,   he expressed his  gratitude to WHO for its great   interest in the South - especially that  this  area lacks many basic needs.

Then, Dr. Latiri   explained objectives  and   its programmes of the WHO as well as its expansion  throughout the world. Then he illustrated the concept of BDN, its goals and steps of implementation. He further illustrated the role of Village Development Committees as well as Technical support teams. He highlighted  the importance of coordination and communication among all stakeholders. On the other hand, Ms. Lina Majzoub described the past experience of the BDN in the North and its future plans.

Meeting in Mleekh and Srayri

On the 20th of August 2004, meetings were held  to introduce the BDN concept to the municipalities of Aramta, Lwaiza, Mleekh, and Sojod. In addition, Srayri and Aramta were visited for the purpose of observing the condition of its health center.

Mleekh Municipality

The meeting started at 11:30 in Mleekh Municipality . Ms. Randa Abdelnour introduced the concept of BDN and the ongoing activities in the South. Dr. Habib Latiri explained the main principles of BDN and explained 
that WHO  provides mainly technical assistance and in some     cases       financial assistance. Furthermore Dr Latiri highlighted the fact that the WHO doesn’t take    the   role    of    ministries.     The      major aspects of  BDN   are: Formation of    the Village Development   Committee (VDC),  Formation  of  the Technical  support    team (TST),     Conduction  of  a survey    on     the    local community, Result priorities of needs, Proposal of project according to the survey, Study of proposal, Match the project proposal with the concerned party in order to fulfill the need. Later on, each municipality presented the needs of its village.

Participants: Dr. Habib Latiri , Ms. Randa Abdl-Nour, Mrs. Lina Majzoub , Mr. Ibrahim Haydar (Lwaiza municipal), Mr. Nasim Abu Zayd (Mleekh municipal), Mr. Mehdi Mohamad Nasr Al-Deen (Sojod Municipal) Mr. Mohamad Haydar (Vice President of Aramta Municipality), Mr. Dawood Abdullah Abu-Melhim (Vice President of Mleekh Municipality), Mr. Ali Nasr Al-Deen (Treasurer of Sojod Municipality) Mr. Ziad Al-Haj (Member of Aramta municipality) , Dr. George Haddad (Municipal of Kfarhouna) and other members of the mentioned municipalities.

At the end it was agreed that each municipality will conduct the survey in its community by the end of September. The questionnaires were distributed. Later on, the WHO team and Aramta Municipality participants went to observe the situation of the health clinic in Aramta.

Srayri Health Clinic

The participants  visited Srayri Health Clinic. They noted that it needs to be rehabilitated. 
 

Dr. Latiri
shared the experience of Aylat health clinic -North in
rehabilitating and its licensing. The Mayor explained about Srayri clinic'S  history and illustrated that the Order of the Sovereign of Malta Organization were assisting Srayri in the provision of the medical human resources. It was agreed that the previously sent project proposal should be reviewed by the Mayor for  modification and THEN to be resubmitted to WHO for necessary action.

Meeting with Technical Support Team(TST) and new Village Development Committe(VDC) in Aylat

 After the Municipality was newly created, a new VDC was established headed by
the  new Municipal.   The   elections period was a transition  period by which the BDN process was interrupted     especially  that in  Aylat  there wasn't a Municipality. 
On the   8th September 2004, A meeting was held on 8th September 2004 to introduce the new VDC to the TST   in order to   sustain previous cooperation and coordination.
