Dr Majeed Hamad Amin, the Minister of Health of Iraq, and Dr Syed Jaffar Hussain, WHO Representative for Iraq, signed the Country Cooperation Strategy (CCS) document (2012–2017) on 17 June 2012 during a ceremony attended by high-level dignatories conducted on the premises of the WHO country office in Amman, Jordan. The ceremony was attended by high-level officials from the Ministry of Health and WHO country office.

The CCS builds on the United Nations Development Assistant Framework, the National Development Plan and the Joint Programme Review Mission, which is a consultative process between WHO and governments on priority areas of cooperation and the expected results of collaborative programmes. It aims at ensuring that collaborative programmes are in line with national health policies and strengthen national capacity to achieve health goals and aspirations. The CCS document is jointly developed by the Ministry of Health and WHO through a series of consultative meetings and workshops. It aims to ensure the achievement of health system goals for improved health outcomes, sustained health financing and a responsive health system by ensuring the right to health for all Iraqis.
