Joint Retreat of WHO and Ministry of Health and Medical Education for Programme Planning and Review (2008-2009)  

WHO-Ministry of Health and Medical Education joint retreat was held in Ardabil on 6-7 June 2007. It was intended at reviewing the Country Cooperation Strategies to be used for programme planning for next biennium (2008-2009) and prioritizing the related programme areas under each strategy. The representatives of the Ministry of Health and Medical Education authorities, UNICEF, UNFPA, Management Planning Organization (MPO), State welfare Organization, and Ministry of Welfare and Social Security, academic institutions and WHO collaborating centers attended the retreat. Ardebil University of Medical Sciences facilitated for organization of the event. Dr. Alireza Delavari, Deputy Minister for Coordination and Policy and Dr. Mubashar Sheikh, WHO Representative in Iran, in their opening session highlighted the significance of joint planning by all stakeholders to avoid duplications and emphasized the needs for coordinated efforts while dealing with health challenges.

The Country Cooperation Strategies (CCS) were reviewed by the participants in the group work in order to incorporate emerging health issues, in line with the national agenda and development policies.

Revised CCS for 2008-2009:      

  1. Promoting health and welfare as central to sustainable human and economic development

  2. Enhancing leadership and managerial capacities for reforming the health system

  3. Applying risk and disease management approaches for effectively dealing with the disorders and conditions related to behavior, occupation and environment

  4. Addressing the unfinished, neglected and emerging agenda for Communicable Diseases

  5. Promoting technological development and a culture of research

  6. Strengthening institutional mechanisms for effective management of trauma, emergencies and humanitarian action

Subsequently, different programme areas were listed and prioritized under the revised CCS strategies. Group work was followed by presentation on Planning, implementation and monitoring of Work Plan and the Road Map, Roles and Responsibilities for the next Joint Programme, Planning and Review Mission (JPRM) that will be result based and planned on the outcomes of the retreat. The draft Program of Collaboration will be prepared prior to the WHO Mission that is planned for 26-30 August 2007.

Dr. Mubashar Sheikh, Dr. Nicknam, and Dr. Delavari, in their concluding remarks hailed participation of key stakeholders, quality of deliberations and the outcomes of the retreat.

It was committed that final plan will truly reflect the priorities and linkages between the national strategies, WHO global agenda and UNDAF.
