HEARTS: technical package for cardiovascular disease management in primary health care: Risk-based CVD management

The HEARTS technical package provides a strategic approach to improving cardiovascular health. It comprises six modules and an implementation guide. This package supports Ministries of Health to strengthen CVD management in primary care and aligns with World Health Organization’s Package of Essential Noncommunicable Disease Interventions (WHO PEN). The WHO HEARTS modules are intended for use by policy-makers and programme managers at different levels within Ministries of Health who can influence CVD primary care delivery. Different sections of each module are aimed at different levels of the health system and different cadres of providers. All modules will require adaptation at country level.

Framework for action on rheumatic fever and rheumatic heart disease in the WHO Eastern Mediterranean Region

In October 2019, the WHO Regional Committee for the Eastern Mediterranean endorsed a regional framework to support countries scale up action on rheumatic fever and rheumatic heart disease in the Region. The regional framework provides strategic interventions and indicators for countries to assess their progress in the nine domains of: governance; primary prevention; secondary prevention; access to medicines; surveillance and monitoring; health workforce at the community and primary health care level; community awareness; tertiary care, including surgical intervention; and social determinants of health.

The HEARTS technical package provides a set of effective, practical interventions for strengthening the management of risk factors for CVDs in primary health care. The aim is to prevent cardiovascular disease (heart attacks and strokes) by ensuring equitable access to continuous, standardized, high-quality care for people at high risk. HEARTS is aligned with and builds on the WHO Package of Essential Noncommunicable Disease Interventions for Primary Health Care in Low-resource Settings for strengthening NCD management, and it complements WHO strategies and packages for population-based primary prevention of CVD, including tobacco control and salt reduction.
