A number of environmental factors, such as water supply, sanitation facilities, food, and climate, influence the spread of communicable diseases that are prone to cause epidemics. Diarrhoeal diseases, for example, which are a major cause of suffering and death in poor settings and in emergency situations, are usually the result of lack of safe water, inadequate waste disposal facilities, poor hygiene, poor living conditions and unsafe food. Climate can also affect disease transmission in several ways, e.g. local climate can affect the distribution and population size of disease vectors. Environmental health, therefore, addresses a variety of physical, chemical, and biological factors.

In general environmental health encompasses the assessment and control of those environmental factors that can potentially affect health. It is targeted towards preventing disease and creating health-supportive environments. Safe drinking water, basic sanitation facilities and safe disposal of infectious wastes will prevent the spread of disease and improve health conditions. In all cases, good hygiene practices are key to preventing disease transmission.

The World Health Organization’s (WHO) Centre for Environmental Health Activities (CEHA) in Amman, Jordan, is a specialized centre for environmental health which was established by the WHO Regional Office for the Eastern Mediterranean in 1985 in consideration of a resolution adopted by the Regional Committee for the Eastern Mediterranean in 1983. CEHA promotes environmental health through strengthening national capabilities and programmes for environmental health in countries of the Region. The working priorities of CEHA are:

water, sanitation and hygiene,

healthy environments for children,

air quality (indoor and outdoor),

hazardous, chemical and health care waste,

environmental health in emergencies and conflicts,

food and chemical safety.

CEHA offers a number of activities and services to help countries in adapting and adopting the most appropriate and cost-effective interventions to minimize the burden of environmental risks.

يؤثـِّر عدد من العوامل البيئية من قبيل إمدادات المياه، ومرافق الإصحاح، والغذاء، والمناخ على انتشار الأمراض السارية القابلة لإحداث الأوبئة. فأمراض الإسهال على سبيل المثال، والتي تعتبر السبب الرئيسي في الوفاة والمعاناة في الأماكن الفقيرة وفي حالات الطوارئ، تنجم في الغالب عن نقص المياه المأمونة، وعدم كفاية مرافق التخلُّص من النفايات، وضعف الإصحاح، وتردّي الأحوال المعيشية، والغذاء غير المأمون. وقد يؤثـِّر المناخ أيضاً على انتقال الأمراض بعدة طرق، فعلى سبيل المثال قد يؤثـِّر المناخ المحلي على توزع السكان وحجم نواقل المرض. ومن ثـَمَّ تتعاطى صحة البيئة مع مجموعة متنوعة من العوامل المادية والكيميائية والبيولوجية.

وبوجه عام تشمل صحة البيئة تقييم ومكافحة هذه العوامل البيئية، والتي قد تؤثـِّر على الصحة. وتوجّه صحة البيئة صوب الوقاية من الأمراض وإيجاد بيئات داعمة للصحة. فمياه الشرب المأمونة، ومرافق الإصحاح الأساسية والتخلّص المأمون من النفايات المعدية، كلها تعمل على الوقاية من انتشار الأمراض، وعلى تحسين الظروف الصحية. وفي جميع الحالات، فإن ممارسات الإصحاح الجيدة تعتبر مفتاحاً أساسياً في الوقاية من سراية المرض.

ومركز أنشطة صحة البيئة التابع لمنظمة الصحة العالمية، ومقره في عمّان، بالأردن، مركز متخصّص في صحة البيئة، قام مكتب منظمة الصحة العالمية الإقليمي لشرق المتوسط بإنشائه في عام 1985، بناءً على قرار اللجنة الإقليمية لشرق المتوسط، التي عقدت في عام 1983. ويعمل المركز على تعزيز صحة البيئة من خلال تقوية البرامج والقدرات الوطنية الخاصة بصحة البيئة في بلدان الإقليم. وتتمثَّل أولويات عمل المركز في ما يلي:

* المياه والتصحُّح ومرافق الإصحاح؛

* البيئات الصحية للأطفال؛

* جودة الهواء (داخل الأبنية وخارجها)؛

* نفايات الرعاية الصحية والنفايات الكيميائية والنفايات الخطرة؛

* صحة البيئة إبان الطوارئ والصراعات؛

* السلامة الغذائية والسلامة الكيميائية.

ويقدم المركز الإقليمي لأنشطة صحة البيئة عدداً من الأنشطة والخدمات لمساعدة البلدان على تبنّي أنسب التدخلات وأكثرها مردوديَّةً، والتواؤم معها بُغية تقليص عبء المخاطر البيئية إلى أقل ما يمكن.
