Minister Dr Biadillah was born in 1949 at Tan Tan. After obtaining his Phd in 1979, he worked at the Ibn Roch Hospital in Casablanca and was a professor at the Faculty of Medicine in Casablanca. On 20 August 1992 Dr Biadillah was nominated Governor of Sale the, Wali of Doukkala-Abda, then Governor of Safi Province in September 1998, the post he occupied until his new nomination as Minister of Health.
